Permits and Inspections
Building Permits in West Bountiful
Building permits in West Bountiful run through the city's Community Development and Engineering department. Sunrise Engineering, under contract with the city, reviews the plans for code compliance and performs the inspections.
West Bountiful
West Bountiful Community Development and Engineering
The Zoning Official reviews each submittal for zoning, the City Engineer checks its drainage and engineering, and the Building Official confirms that it conforms to the Building Code. Applications go by email to the city's permits address or in person to the City Offices. Plan review begins only once a complete package is received. Inspections are scheduled with Sunrise Engineering at least 24 hours ahead, with the permit number, site address, and type needed. The city requires a final inspection and approval by the building inspector before anyone occupies a new structure. West Bountiful requires a building permit for new construction, additions, remodels, basement finishes, and commercial office improvements.

The city's Building Permit Application Checklist calls for two copies of the plans and documents, or three of the site plan and building plans for a new home or commercial building. It asks for these items, in its own order, and ends with separate items for in-ground pools, solar arrays, and demolition.
- The Building Permit Application, with its left side completed and signed, and an Owner/Builder Certification form when no general contractor is used
- An 11-by-17-inch site plan with the address, a north arrow, and a legend; the easements, adjacent streets, parking, and existing and proposed structures with their dimensions; and every setback from the property lines, including the distance between the main and accessory buildings
- The main floor and top back of curb elevations for comparison, or the street center where there is no curb, with the main floor required 12 inches above the high point of the top back of curb
- The direction of surface drainage on final grade, a grading plan that relates the curb and gutter to the finished floors and grade, and finished ground elevations at a few points along the structure
- Building plans at 11 by 17 inches, wet stamped and signed by a licensed engineer, with the height to the roof peak and the square footage of each level's finished, unfinished, garage, and covered porch or patio space
- Structural calculations for any structural work
- An energy analysis, with REScheck and Manuals D and J, when space is added or when new windows, doors, insulation, or other changes affect heating and cooling performance
- A gas schematic showing the system type, size, length, and total BTU input
- A completed Residential Storm Water Permit for construction activity
For a new home, the checklist adds three notes to the site plan. All design elevations, such as the curb, sewer, and natural ground, should be verified in the field before construction. Every sidewalk and driveway approach the project adds is concrete at least 6 inches thick over a 6-inch base course. The driveway's width is limited to 36 feet.

ADU Rules in West Bountiful
Under Chapter 17.82 of the West Bountiful Municipal Code, replaced in full by Ordinance 515-26 on September 15, 2026, an ADU that meets the chapter's standards is a permitted use wherever single-family housing is one, after the Land Use Administrator approves an accessory dwelling unit permit. Section 17.82.040 sets these standards for an internal ADU, in its own order.
- The owner of record living on the property as a principal residence, apart from a business, medical, military service, or religious absence of up to three continuous years with an on-site manager designated, and never both the home and the ADU rented separately
- One ADU per lot or parcel
- Off-street parking under the residential parking rules of Chapter 17.52 and state law, with garage and driveway space counting; replacement parking when the unit is created in a garage or carport; outdoor stalls paved with concrete, masonry, asphalt, or concrete pavers, or surfaced with gravel; and at least one added off-street space designated for the ADU
- No separate utility metering, with the service in the owner's name
- A building permit, and the construction and housing codes in effect when the unit is built, designated as an ADU, or remodeled
- Any separate entrance on the side or rear of the home, never facing the front yard
- An ADU agreement on the city's form, recorded with the County Recorder, that runs with the land and requires a new owner to reapply and live on the property
- A separate address using the letter B
- Language in any lease ending it when the property is sold
- Additions kept within the zone's lot coverage and setbacks
- No short-term rental of the home or the unit, a term the city's ADU page defines as a rental or lease for less than 30 days
Section 17.82.050 carries over the same occupancy, one-unit, parking, short-term rental, agreement, address, lease, and lot coverage terms to a detached ADU, apart from the number of added spaces. The owner may live in either the home or the unit. The section adds these standards, in its own order.
- A lot of at least 11,000 square feet in every single-family residential zone
- A gross floor area of 201 square feet up to the smaller of 50 percent of the home's footprint or 1,000 square feet, counting the entire accessory structure that holds the unit, with garage, workshop, and storage space included
- At least one added off-street parking space designated for a unit smaller than 650 square feet, and at least two for one larger than 650 square feet
- No placement in the front yard
- Rear setbacks of 30 feet in the A-1 and R-1-22 zones and 20 feet in the R-1-10 zone, and in each of those zones, 10 feet from a side property line, 20 feet from a street side property line, and 8 feet from the home
- The height limit for a main structure in the zone
- Conversion of an accessory building, such as a detached garage, that received a building permit on or before October 1, 2026, only where it was legally constructed and meets the detached ADU setbacks
- A building permit, the same construction and housing codes, and no septic tank or other onsite wastewater disposal system

Davis County Permits and CitiesWhat Homeowners Ask
West Bountiful Remodeling and Permit Questions
Does replacing windows in West Bountiful need a permit?
Not when the replacement requires no structural alteration. The city's Building Permits page also lists cabinet installation, minor repairs, painting, wallpapering, flooring, and roof shingle overlays as exempt. A roof replacement does need a permit.
Does West Bountiful's Airport Overlay Zone affect a building permit?
It can. Chapter 17.45 of the municipal code, adopted by Ordinance 496-24 on December 3, 2024, covers the airport influence area, the land within 5,000 feet of an airport runway. Development there conforms to 14 C.F.R. Part 77. As a condition of a building permit, the builder or developer may be required to grant or sell an avigation easement to the airport owner. The city notifies anyone building or developing land in that area, in writing, of aircraft overflights and the noise that comes with them.
How long does a West Bountiful building permit stay valid?
The city's Building Permits page says a permit is null and void when work does not begin within 180 days of issue; when the work is suspended, abandoned, or stopped for 180 days at any point after it starts; or when 180 days pass after the last inspection. The Building Official may consider an extension requested in writing before the 180 days run out, with good cause shown.
