Building Permits and Inspections

Payson does not accept an incomplete submittal for review. The subdivision plat must be recorded, with all lot and subdivision improvements completed, inspected, and approved, before a residential application goes in. The city's Residential Building Permit Minimum Submittal Requirements list a complete plan set in this order.

  • A site plan with the dimensions of the lot, the house, and the setbacks
  • A landscape plan
  • A footing and foundation plan
  • A floor plan with the sizes and locations of doors and windows, and every room labeled
  • Elevations
  • An electrical plan
  • A plumbing plan
  • A mechanical plan
  • A gas pipe sizing diagram
  • A structural plan showing shear walls, post and beam sizes, the floor joist layout, and truss details

  • An internal ADU permit before the unit is used, and a separate building permit for any change to the structure
  • One internal ADU per home
  • No internal ADU on a lot under 6,000 square feet
  • The unit inside the home, with no accessory apartment in or above an accessory structure, a detached garage included

  • The unit's own exterior entrance, on the side or rear only, with a paved pedestrian path to the driveway or public street
  • Owner occupancy of the home, with no relief from that requirement during an owner's temporary absence
  • Primary residence in the home by owners who together hold at least 50 percent of the ownership on the title, with one family in the home and no more than four adults in the unit

  • Hard-surfaced spaces reached by a hard-surfaced driveway and served by the same drive approach, with no more than one curb cut; no space closer to the front lot line than the home unless it leads to covered parking; tandem spaces no more than two vehicles deep and serving the same address; and every space kept continuously available for parking, clear of storage and other items
  • The home's two spaces replaced if the garage is converted
  • Curb, gutter, and sidewalk installed and maintained along the frontage, with any in disrepair repaired or replaced before the permit is issued or renewed
  • Existing utility laterals and connections inspected and upgraded as the utility provider requires, with no more than one meter for each utility service
  • Separate addresses for the home and the unit, assigned by the city
  • A permit that does not run with the land, valid only while the applicant owns the property
  • A deed restriction recorded with the Utah County Recorder's Office

  • A detached ADU permit before the unit is occupied, with its own building permit for any structural change
  • One ADU per home, internal or detached

  • A single story no more than 18 feet tall
  • Between 300 and 1,200 square feet
  • The unit's own exterior entrance with paved pedestrian access
  • The home occupied as a primary residence by owners holding at least 50 percent of the ownership on the title, with one family in the home and no more than four adults in the detached unit
  • No more than one kitchen in the unit
  • Four off-street parking spaces in all, two for the home and two for the unit, with tandem spaces allowed and no more than one side yard used for parking
  • A hard surface for each space and its driveway; no space nearer the front lot line than the home unless it leads to covered parking; and tandem spaces serving the same address, two vehicles deep at most, and kept continuously available for parking and clear of storage and other items
  • The home's two spaces replaced if a detached garage is converted
  • Curb, gutter, and sidewalk installed and kept up along the parcel's frontage, and repaired or replaced where in disrepair before the permit is issued or renewed
  • Existing laterals and service connections inspected and upgraded where the utility provider deems it necessary, and no more than one meter for each utility service
  • A city-assigned address of its own
  • A permit tied to the applicant's ownership
  • A recorded deed restriction setting out the permitted use

What Homeowners Ask

Payson Remodeling and Permit Questions

Can a new Payson home have a basement in a high water table area?

Yes, under Section 14.20.010 of the city code. Title 14 defines a high water table area as any property where the ground water is less than 6 feet below the surface at any time of year. Before the building permit is issued, the owner records a statement on the deed holding the city harmless from flood damage, and the applicant submits a certificate from a registered professional engineer setting out how the basement will be protected from flooding.

How long is plan review in Payson?

Once a complete residential application is accepted, Payson's plan review takes 14 business days at most. A commercial application starts with a completeness review of 3 business days, followed by a full plan review of 21 business days.

What voids a Payson building permit?

Section 10.16.110 voids a permit when the work does not begin within 180 days of the permit date, or when work stops for 180 days after it has started.

Can we move in after the final inspection in Payson?

Not until the Building Official issues a certificate of occupancy. Payson's inspection requirements state that passing the final inspection does not by itself approve occupancy.
