Permits and Inspections
Building Permits in Coalville
Coalville's own Building Department issues building permits for work on any building or structure in the city.
Coalville
Coalville Building Department
The department's application form is signed by the contractor and the owner and filed with three complete plan sets, two printed on pages of at least 18 by 24 inches and the third sent to City Hall by email. Inspections are scheduled by phone with at least 24 hours' notice. A permit becomes void if work does not begin within 180 days of issuance or is suspended or abandoned for 180 days after it begins. Each Coalville project needs sign-offs from the city's Planning and Zoning and Public Works departments and from the North Summit Fire District before the building permit is issued. We gather those sign-offs as part of the submittal.

- A concrete or asphalt driveway, shown with its dimensions, connected to the street and paved for at least 50 feet from the edge of the street asphalt, with 5-foot flares and a width of no more than 24 feet at the street
- Water and sewer tie-ins with 10 feet of horizontal separation between the lines
- The lot's grading and the slope of the driveway
- The height of each structure from natural grade to the highest roof ridge
- A completed application form with the name, address, and contact information of the applicant, the architect or engineer, and the general contractor; and the contact information and Utah license number of the contractor and every subcontractor
- A cover page listing the codes and authorities used, with a building code analysis of the occupancy, building type, floor areas, height, any fire suppression, and fire resistance ratings
- Structural plans to scale with a north arrow, elevations of each side with sections showing the thermal envelope, and floor plans for every story, including any basement or habitable attic

Accessory Dwelling Units
ADU Rules in Coalville
Section 03-230 of the Coalville City Development Code, in the edition adopted by Ordinance 2024-2 on October 15, 2024, permits one internal ADU and one detached ADU per primary single-family dwelling in every zone except light industrial. For an internal ADU, it sets these conditions, in its own order.
- No separate utility meter
- A design that does not change the appearance of the primary dwelling as a single-family dwelling
- One on-site parking space beyond the parking the primary dwelling requires
- No internal ADU within a mobile home
- A business license for the owner before it is rented
- No internal ADU on a lot smaller than 1/8 acre (5,445 square feet)
- A Short-Term Rental Permit for rental of less than 30 consecutive days
- No rental unless the primary dwelling is occupied as the owner's primary residence
- The building, health, and fire codes for the unit and its associated improvements
For a detached ADU, which contains cooking, sanitation, and sleeping facilities, the section sets these conditions.
- No more than 1,000 gross square feet, measured from exterior wall to exterior wall, or two-thirds the size of the primary dwelling, whichever is less
- No separate utility meter for the unit
- A design and construction consistent with the appearance of the primary dwelling
- One added on-site parking space
- No detached ADU created as a mobile home
- A business license for the owner to rent it
- No detached ADU on a lot smaller than 1/4 acre (10,890 square feet)
- No rental for less than 30 days
- No rental while the primary dwelling is not occupied as the owner's primary residence
- Compliance with every building, health, and fire code regulation
In the R-1 zone, Section 11-080(B) allows a detached accessory dwelling unit of 16 feet or less in height that covers no more than 50 percent of the rear yard. The unit sits at least 3 feet from the property line, outside any public utility easement noted on a subdivision plat. Section 11-070(D) holds an accessory building taller than 16 feet to the setbacks of a primary dwelling. The code describes staff review through the building permit or Short-Term Rental process as the general path for both types. The City Council approves a business license for renting an ADU.
Utah's ADU statutes apply in Coalville as well, as our ADU page explains.

Summit County Permits and CommunitiesWhat Homeowners Ask
Coalville Remodeling and Permit Questions
Can I build a detached ADU in Coalville?
Yes, on a lot of at least 1/4 acre, or 10,890 square feet, with a primary single-family dwelling, outside the light industrial zone. The unit is limited to 1,000 gross square feet or two-thirds the size of the house, whichever is less. It cannot be rented for less than 30 days, and it can be rented only while the owner lives in the house as a primary residence.
Does a Coalville remodel need a fire district letter?
Yes. The North Summit Fire District requires its Letter of Approval on building, remodel, and lot permits. The district takes up to 14 business days to review a residential project and up to 21 for a commercial one. The site plan for the district's review shows the nearest fire hydrant and the distance to it, measured by the route a fire truck would drive, along with the dimensions of the fire access roads and driveways. The stamped plan then goes to the Building Department.
Does digging or grading in Coalville need its own permit?
Yes. Coalville's Excavation Permit application includes a grading permit for excavation, grading, and filling on private property. The contractor doing the work secures that permit. The permit is valid for 30 days from issue. Each inspection under the permit needs 24 hours' notice. The city restricts winter permits from October 15 to May 1.
