Permits and Inspections
Building Permits in Alpine
Alpine's Building Department takes applications on paper. Each one includes two copies of a site plan drawn to scale, two copies of the building plans, and any engineering the project requires.

Alpine Building Department
Inspections are requested by calling the city's Building Inspection Line. The department asks applicants who need a building inspector's help to make an appointment. Alpine's permit forms call for sign-offs from the City Planner, the City Fire Marshal, the Public Works Director, and the City Engineer. We gather those approvals for each project.

Alpine's site plan instructions for a new home, revised April 4, 2025, list requirements that include these.
- A flood plain permit for any property that includes part of a designated flood plain, where no construction, buildings, or landscaping are allowed
- Fire sprinklers in a home of more than 10,000 square feet, counting the garage, basement, and storage areas
- A geotechnical report from a soils engineer, based on soil samples and testing on site before the permit is issued, and an excavation observation report before the footings are installed
- A Land Disturbance Permit for every lot, completed before the building permit is issued
- A certified survey at the footing inspection, confirming that the foundation sits on the lot as the zoning ordinances require
- No building on a lot with an average slope greater than 25 percent
The city's application for remodels, additions, and accessory structures, revised October 20, 2026, lists three requirements for a retaining wall over 4 feet tall, measured from the footing to the top of the wall, or of more than two tiers. They are a design that meets Article 3.32 of the Development Code, prepared by a professional engineer licensed in Utah; a separate building permit; and peer review. The application also states that cuts and fills are not permitted within 2 feet of the property line and that a report from a soils engineer is required. In its Addendum B, signed as part of the application, the applicant acknowledges that excavation of the lot before the building permit is issued is prohibited.

Accessory Dwelling Units
ADU Rules in Alpine
Ordinance 2026-16, adopted September 8, 2026, amended Sections 3.14.010 and 3.14.020 of the Alpine Development Code and added Section 3.14.030 for detached ADUs. Both internal and detached units need an ADU permit from the Building Department, in addition to any building permits, and a registration and rental license renewal form filed with the city each year.
For an internal ADU, Section 3.14.020 sets conditions that include these.
- A zone in which the code lists accessory dwelling units as a permitted use
- An owner-occupied single-unit detached home, unless an owner who has lived there for at least a year files a temporary absence application before leaving, for a bona fide absence of three years or less on an activity such as a temporary work assignment, sabbatical, military service, or voluntary service; or for a stay in a hospital, nursing home, assisted living facility, or similar facility
- No renting or offering the internal unit for rent while a detached ADU on the same lot is rented or offered for rent
- At least four off-street parking spaces for the home, garage and driveway included, with at least one designated for the ADU
- No rental, or offer to rent, for less than 90 consecutive days
- At least one separate outside entrance, on the side or rear of the main home
- No more than one meter for each water, gas, and electric service, in the owner's name
For a detached ADU, Section 3.14.030 adds conditions that include these.
- A zone where single-family dwellings are a permitted use
- Living area of at least 300 square feet, and no more than 800 square feet on a lot of less than 10,000 square feet, 900 on a lot of 10,001 to 20,000, 1,000 on a lot of 20,001 to 40,000, and 1,200 on a larger lot
- An owner-occupied unit, or a property with an owner-occupied single-family home, under the same temporary absence terms
- Permanent structures covering no more than 35 percent of a lot of less than 10,000 square feet, 30 percent of a lot of 10,001 to 20,000, 25 percent of a lot of 20,001 to 40,000, and 22 percent of a larger lot
- No renting or offering the detached unit for rent while an attached ADU on the same lot is rented or offered for rent
- Occupancy by one individual or by a family as Section 3.01.110 defines it
- A rental minimum of 90 consecutive days, with no offer of a shorter rental
- One on-site parking space beyond the home's for a unit of 650 square feet or less, and two for a larger one
- The setbacks the zone requires for accessory buildings
- The zone's accessory building height, and never more than 25 feet to the top of the roof ridgeline
- A design consistent with the main home's
- A connection to the main home's meter for each water, gas, and electric service, in the owner's name, with no unit allowed where the meter lacks the capacity
- Conversion of a legally built accessory structure through the city's process, under the accessory structure setbacks and the building, health, and fire codes
The City Council's motion adopting Ordinance 2026-16 holds a detached ADU to the lesser of its living area limit and the lot coverage limit. Utah's ADU statutes apply in Alpine as well, as our ADU page explains.

Utah County Permits and CommunitiesWhat Homeowners Ask
Alpine Remodeling and Permit Questions
Can I rent out a basement apartment in Alpine?
Yes, when you live in the home. Section 3.14.020 of the Development Code allows an internal ADU only in an owner-occupied single-unit detached home and bars renting the unit, or offering it for rent, for less than 90 consecutive days. State law ties such a unit to a detached single-family home occupied as the owner's primary residence.
Can I meet with Alpine staff before applying for a permit?
Yes. Alpine's Development Review Committee meets each Monday at 9 AM at City Hall on a first-come, first-served basis. No appointment is needed. The city asks anyone considering developing property to attend before going further.
Does Alpine have wildfire rules for new construction?
Yes. Ordinance 2026-17, approved September 22, 2026, rewrites Section 3.12.070 of the Development Code so that construction in the Wildland Urban Interface Overlay follows the 2024 International Wildland-Urban Interface Code, which Utah adopts on January 1, 2027. The ordinance allows an added sprinkler requirement only where state law authorizes it and the city expressly adopts it. The rewrite replaces the section's earlier call for NFPA Standard 13R sprinklers in a structure rated high or extreme hazard on the city's Fire Hazard Severity Form. The ordinance also adopts an Alpine map of the areas at or above the state's Level 5 wildfire exposure score, printed in the council packet for that meeting. We check your address against that map during preconstruction.
