Permits and Inspections
Building Permits in North Ogden
The North Ogden Building Department issues building permits for work inside city limits. Applications go through the city's iWorQ portal. The portal has separate forms for a new home; a basement remodel or finish; an addition, accessory building, or deck; and a commercial tenant improvement.
North Ogden
North Ogden Building Department
The department issues permits for new construction, additions, remodels, repairs, and solar installations on existing structures. It evaluates submitted drawings for compliance with the adopted codes and inspects all permitted work against the approved plans. Every inspection needs at least 72 hours' notice. Under the disclosure on each application, a permit is null and void when authorized work has not begun within 180 days or has been suspended or abandoned for 180 days at any time after it started. The iWorQ portal turns away an application that is missing a listed upload or uses the wrong file type. We have every document ready before we apply.

- A REScheck of 5 percent or better
- Structural calculations, wet stamped, with the correct legal address on the first page
- A secondary water receipt

The Remodel/Finish Basement application calls for a site plan, with structural calculations only when a header is installed or a post added. Both applications take an owner-builder certification form or a geotechnical report where one applies and name the general, plumbing, mechanical, and electrical contractors with their state license numbers.

ADU Rules in North Ogden
Section 11-9M-9 of the North Ogden Land Use Code, amended by Ordinance 2026-25 on October 13, 2026, sets conditions that include these, in its own order.
- No ADU created, established, or occupied unless the owner lives in part of the primary dwelling or in a detached accessory unit on the same lot
- Owner occupancy meaning full-time residency by the bona fide owner shown on the Weber County tax assessment rolls
- Owner occupants including an individual who holds 50 percent or more ownership of the home by recorded deed and makes it a primary residence
- A trustor of a family trust that owns the home and was created for estate planning counted as an owner occupant, where each living trustor occupies it as a primary residence apart from one who temporarily resides elsewhere due to a disability or infirmity
- A person relocated outside the city on a temporary work, military, or nonprofit assignment of less than 36 months counted as an owner occupant while keeping the property as a legal residence and proving both each year
- ADU occupants limited to the family categories in the section, which defines only one of them, temporary guests: people who stay with a family for less than 30 days in any rolling one-year period and do not use the dwelling as a legal address for any purpose
- An ADU that meets the section as a permitted use in a single-family dwelling or a detached accessory unit in the RE-20, R-1-8, R-1-8(AG), R-1-10, R-1-12.5, RCC, HP-1, HP-2, and HP-3 zones, and no ADU in any multi-family dwelling

- One address number shared by the principal dwelling and the ADU, with the ADU called unit B and the number posted in view on the street frontage side of the home
- Eating, sleeping, and sanitation areas separate from the principal dwelling unit
- The building and fire codes in effect when the ADU is constructed, created, or later remodeled, with every required permit
- Between one and two meters for each water, gas, and electric utility service on a single-family home with an ADU, each in the property owner's name
- The ADU never sold separately from the primary dwelling unit
- Registration with the Planning Department and, if the ADU is a rental unit, a business license, in addition to a building permit for the work
- For the registration, a site plan showing the property lines and dimensions, existing structures and their entrances, proposed buildings or additions and their distances to those lines, parking stalls, and utility meters
- For the registration, floor plans labeling each room's use, the code corrections the Chief Building Official identifies, and photos of required life safety items, including carbon monoxide and smoke detectors and earthquake strapping on water heaters
- No legal or approved status for an ADU until its registration is complete
- A home office creating no customer traffic as the only home occupation allowed in an ADU, and none without the property owner's express written permission
- An attached ADU of 50 percent or less of the primary residence's living space, and a detached ADU of 40 percent or less
- No ADU in a front or corner lot side yard, and the primary residence's setbacks for the zone
- An architectural design, color palette, and materials similar to the main home's
- The ADU and the primary dwelling kept on one parcel and never subdivided
- An attached ADU up to the main building's maximum height, and a detached ADU no taller than 25 feet
- An ADU outside the zone's front, rear, and side yard setbacks; allowed over the garage when its parking is not converted; and, for an attached ADU, inside the home through an internal conversion as an addition or in the basement, or in an addition with an internal connection that keeps the building's single-family character
- A detached ADU allowed over a detached garage, only in the rear yard, on a lot of 11,000 square feet or more, at least 15 feet from the primary dwelling, and subject to the Site Development Standards in 11-9
- A separate ADU entrance on any side or the rear of the house, or at the front when it sits below grade and the home maintains the characteristics of a single-family dwelling
- At least three off-street parking spaces for the home and ADU, never fewer than the vehicles kept on the property and counting covered parking, garages, and tandem driveway spaces; none in a front or side yard setback along a street outside an approved driveway; the minimum width of parking areas and driveways paved; and no ADU on a lot that cannot meet the requirement
- Conversion into an ADU of a single-family dwelling that was lawful before the ADU application, with the lot meeting every standard in the section except those for size, yard location and setbacks, appearance, height, rear yard placement, and entrances
Section 11-9M-21, adopted by Ordinance 2022-28 on December 13, 2022, permits short-term rentals within owner-occupied ADUs, attached and detached, under a Rental Business License, with a Fire Department inspection before initial approval and at each annual renewal.

Where We Build
North Ogden and Weber County
North Ogden's 2015 General Plan notes unincorporated islands within the city, where Weber County Building Inspection issues the permits. We confirm the permit office for every North Ogden address. Beyond North Ogden, our Weber County page explains which office issues the permit for an address and lists every community we serve there.
Weber County Permits and CommunitiesWhat Homeowners Ask
North Ogden Remodeling and Permit Questions
Does a new home in North Ogden need secondary water?
Yes. Section 9-2-4 of the city code bars building permits for residential structures unless a pressurized secondary water system serves the property. The exceptions are the Ben Lomond Estates subdivision, phases 1 and 2 of the Roylance Farms PRUD subdivision, and the Roylance Farms phase 3 subdivision until secondary water is available there. The city's new home application asks for a secondary water receipt.
When does a retaining wall need a permit in North Ogden?
Section 11-22-1 of the Land Use Code requires a building permit for a retaining wall over 4 feet tall, measured from the finished grade below the wall to the finished grade above it. The Building Official may require one for a shorter wall that supports a surcharge such as sloped earth, footings, or vehicles. A wall or wall system over 4 feet is designed and stamped by an engineer licensed in the state. The section sets a maximum retaining wall height of 11 feet and requires tiered walls to be separated horizontally by more than the height of the tallest adjacent wall.
How far ahead are North Ogden inspections requested?
At least 72 hours, on every inspection. The permit holder calls for each one at the stages the city's Required Inspections page lists. The iWorQ portal also takes inspection requests online by permit number.
