Permits and Inspections
Building Permits in Clearfield
The Community Development Department issues Clearfield's building permits and oversees planning, inspections, customer service, and code compliance. Applications are filed on the city's own Civic Review form.
Clearfield
Clearfield Community Development Department
The department's 2026 Design Criteria and Adopted Codes sheet names the editions in effect since July 1, 2026. Among them are the 2021 International Residential Code, with Utah's amendments to its Chapter 11 energy provisions, and the 2024 International Building and Existing Building Codes. The Civic Review application, headed Clearfield City Building, has sections for the applicant, the project location and details, the general contractor, and any additional contractors. Clearfield's design criteria set a 30-inch frost line. We design the footings for every addition and new home there to that depth.

ADU Rules in Clearfield
Title 11, Chapter 19 of the Clearfield City Code, amended by Ordinance 2025-23 on November 25, 2025, sets conditions that include these, in its own order.
- The owner shown on the Davis County tax assessment rolls living full time on the property, in the primary dwelling or the ADU
- ADU occupants limited to a single family as Section 11-3-3 defines it
- ADUs that meet the chapter's requirements and development standards, allowed in all single-family and agricultural zones
- One ADU per lot
- The home's address number for the ADU, called Unit B, posted where it is visible on the street side of the house
- A kitchen, living area, sleeping area, and full bathroom separate from the primary dwelling
- The building and fire codes in effect when the ADU is constructed, created, or remodeled, with every required permit
- One meter for each water, gas, and electric service, in the owner's name, and no separate meters for the ADU
- No sale or subdivision of the ADU apart from the home or lot
- Registration of the ADU with the Community Development Department in addition to the building permit, and a business license when the ADU is rented, with the registration requiring a site plan; floor plans labeled by room use; every correction the Chief Building Official or a designee identifies; and photos of the code's life safety items, including the carbon monoxide detectors, smoke detectors, and water heater earthquake strapping
- Home occupations in an ADU restricted to a home office that creates no customer traffic, and none established without the property owner's express written permission and the city business license official's approval
- An internal ADU that has architecture, colors, and materials similar to the home's; is never built from portable storage containers; meets the zone's setbacks for the primary dwelling; and is located over an attached garage without disrupting required covered parking, in the basement or another interior conversion, or in an addition connected inside to the house without altering its single-family character
- A separate entrance for an internal ADU on any side or the rear of the house, or at the front when it is below grade and keeps the single-family look
- The same appearance rules for a detached ADU, which sits in the rear yard
- A single-story detached ADU with no living space above or below that level, up to 12 feet tall with a flat roof or 18 feet with a pitched roof and never taller than the house, or, over a detached garage, up to 25 feet or the home's height, whichever is less
- Detached ADU setbacks of 10 feet at the rear (20 feet for a unit above a detached garage), 10 feet at each side, 20 feet on a corner lot's street side, and 10 feet from the home
- A detached ADU covering no more than half the home's footprint, with a total floor area of 200 to 1,000 square feet
- Where a lot holds a detached ADU, coverage by all buildings and structures of no more than 20 percent at 43,560 square feet or more, 30 percent from 15,000 to 43,559 square feet, and 40 percent at 14,999 square feet or less
- At least one off-street parking space for the ADU beyond the home's required spaces, which may be covered parking, a garage, or an approved driveway, but never gravel or crushed rock
Utah's ADU statutes apply in Clearfield as well, as our ADU page explains.

Davis County Permits and CitiesWhat Homeowners Ask
Clearfield Remodeling and Permit Questions
Do I have to live on the property to have an ADU in Clearfield?
Yes. Section 11-19-3 bars creating or occupying an ADU unless the owner shown on the Davis County tax assessment rolls lives full time on the property, in the home or the unit. The Declaration of Owner Occupancy in the city's ADU application, signed before a notary, is recorded as a deed restriction with the Davis County Recorder's Office.
Does an existing basement apartment in Clearfield need to be registered?
Yes. Section 11-19-12 of the Clearfield City Code requires the owner of an existing ADU that was never permitted to register it with the Community Development Department. Until that registration is complete, the unit is considered neither legal nor approved.
Does Clearfield require an ice barrier under roofing?
Yes. The city's 2026 Design Criteria and Adopted Codes sheet states that ice barrier underlayment is required up the roof to 24 inches from the warm side of the exterior wall. We show the underlayment on the roof plans for an addition or new home in Clearfield.
