Permits and Inspections
Building Permits in Kaysville
Kaysville's Building Department takes permit submittals through its online portal on City Inspect. The portal tracks plan review and inspections for each project. The department processes applications in the order it receives them.
Kaysville
Kaysville Building Department
The city's checklists ask applicants to allow 10 business days for review. Inspections are requested by phone while the office is open, until 12:30 PM on Fridays, with at least 24 hours' notice and the permit number. None are done the same day. For new and modified fire sprinkler and alarm systems, the Building Department, not the Fire Department, takes the plan submittal, approves the plans, and inspects the work.

Kaysville's Basement Checklist accepts legible plans drawn to scale, including ones made by hand, and asks for items that include these.
- A general layout of the basement highlighting the space to be finished, with every room labeled by its use and the areas left unfinished or finished earlier identified
- Wall-to-wall dimensions of every room and hallway, with the door locations
- The ceiling height of every room and hallway
- The interior stairways, and any basement walkout stairway
- The electrical layout, with every GFCI outlet labeled
- The plumbing layout
- The furnace location, with its access and clearance labeled
- A gas line diagram showing the location of any new gas-fired appliance
- Window sizes and locations, with well sizes
- Door locations, sizes, and swings
- Smoke detector locations
- At least R-13 insulation in every exterior wall
- Nonbearing basement walls framed with no less than 2x4s at 24 inches on center, on a treated or redwood bottom plate
- The means of egress
- The total square footage, and the general contractor's license number, phone number, email, and mailing address
The checklist requires a separate permit for a basement walkout and calls for stamped engineering plans and calculations for a walkout or any structural wall change. The checklist lists these inspections, in order: the under-slab plumbing and heating; the 4-way of the framing and the plumbing, HVAC, and electrical work; the insulation; a shower pan where one is built; and the final. At the final, every handrail and guard, egress door and window, and required smoke and carbon monoxide detector and GFCI outlet must work.

Accessory Dwelling Units
ADU Rules in Kaysville
Section 17-31-3 of the Kaysville City Code, readopted in full by Ordinance 26-09-04 on September 17, 2026, sets these definitions and standards, in its own order.
- A detached ADU on the same lot or parcel as the single-family detached home but neither attached to nor within it, or an internal ADU created within the home's footprint
- ADUs as an accessory use to a legal conforming single-family detached dwelling on one lot or parcel, in every primarily residential zone, in compliance with the applicable building, health, and fire codes
- No more than one ADU, internal or detached, on a lot or parcel
- The owner living in the home or the ADU as a primary residence, with an occupancy affidavit submitted with the application
- Occupancy of the ADU limited to a single family as Section 17-2-2 defines it
- The home's address, with Unit B added for the ADU
- A valid ADU permit and a city rental license before the unit is made available to tenants
- Replacement of spaces displaced by an ADU, such as those in a converted garage or carport, and the required parking paved in asphalt or concrete and never in tandem with the home's spaces
- No separate utility meters, and no ADU on a property with a failing septic tank
- An internal ADU that keeps the home's appearance as a single-family dwelling, on a lot larger than 6,000 square feet, with at least one off-street parking space, and never rented for less than 30 consecutive days
- A detached ADU on a lot or parcel of 11,000 square feet or larger containing a single-family detached dwelling that is a permitted use there; a legally existing accessory structure on a qualifying property convertible to one under the section and the building, health, and fire codes; and a design consistent with the house
- A detached ADU no larger than half the footprint of the home, garage included, or 1,200 square feet, whichever is smaller, with a two-story unit over a garage measured by its livable area alone, and never in a front yard
- The home's side and rear setbacks for a single-story detached ADU, and for a two-story one, the home's rear setback on both the rear and the sides
- A height no greater than the home's or 25 feet, whichever is less, measured to the roof peak
- At least one off-street parking space for a detached ADU of 650 square feet or less, and two for a larger one
- Ground-level decks, patios, and other outdoor living space built to the building, health, and fire codes, and a second-story deck or balcony only on a facade facing an interior yard, no wider than half that facade, and counted toward the unit's maximum square footage
- No detached ADU in a public utility easement or other recorded easement, or where a utility system improvement it must connect to lacks the capacity to serve it
- A detached ADU never rented for less than 90 consecutive days
- No recreational vehicle, travel trailer, trailer, mobile home, or other temporary structure as a detached ADU

Kaysville Remodeling and Permit Questions
Can a Kaysville ADU be rented short term?
No. Section 17-31-3 bars leasing an internal ADU for less than 30 consecutive days or a detached one for less than 90. Neither can be offered for rent until the owner holds a valid ADU permit and a city rental license.
Does a Kaysville basement finish change the alarms upstairs?
Yes. Kaysville's Basement Checklist calls for every smoke and carbon monoxide detector in the existing house to be upgraded as the IRC requires. Under Sections R314.2.2, R315.2.1, and R315.2.2, that means smoke alarms, and carbon monoxide alarms where a fuel-fired appliance or an attached garage with an opening into the dwelling is present, placed as the code requires for new homes.
How long does a Kaysville building permit stay valid?
Kaysville's Community Development FAQ says a permit expires when work does not begin within 180 days of approval or issuance, or when the authorized construction is suspended or abandoned for 180 days after it begins. The Building Department's number is 801-544-1363. The department can tell you whether scheduling an inspection will reactivate the project. An expired permit that stays noncompliant is archived and requires a new application.
