Permits and Inspections
Building Permits in Syracuse
The Syracuse Building Department, a part of Community and Economic Development, checks new buildings, remodels, additions, and other construction against the code. Every residential and commercial permit application goes through the city's Civic Review portal.
Syracuse
Syracuse Building Department
Inspections are scheduled at the city's main number, option 4, with at least 24 hours' notice and never for the same day. A final inspection closes out every permit. Syracuse does not allow anything to be moved into a new home, ADU, addition, or finished basement until the city approves occupancy at the final inspection. We set each move-in date after that approval.

Syracuse's updated Residential Plan Submittal for one- and two-family dwellings lists the items without which plans are rejected, including these.
- A building permit application completed with all information and the storm water permit number
- Plans drawn to the city's design criteria, with a frost depth of 30 inches, that show elevations, footing, foundation, and framing; the locations of plumbing, electrical, and mechanical fixtures, future ones included; and the engineering requirements
- Engineered plans bearing the engineer's original wet stamp, with one wet-stamped set of structural calculations whose cover sheet gives the plan number or name, the lot, and the subdivision
- A site plan to scale with the address; the lot number; a north arrow; and the front, side, and rear setbacks
- A gas line diagram with the length and diameter of every pipe and the BTU demand of every appliance, provided at the four-way inspection
- One signed REScheck, version 4.1 or later, or plans showing compliance with the residential code's building thermal envelope requirements
- A duct design for the heating and cooling equipment, with the BTU demand of each area, to ACCA Manual D, Manual J, and Manual S
Once review is complete, the approved plans come back stamped, to be printed and kept on site for every inspection. Any change from them returns to the Building Department for its approval. For a basement finish, the city's Basement Inspection Checklist lists the Four-Way, Insulation, and Final inspections as the minimum for an occupancy certificate.

Accessory Dwelling Units
ADU Rules in Syracuse
For an accessory dwelling unit, Section 10.30.020(E) of the Syracuse Municipal Code, last amended by Ordinance 25-30 on July 8, 2025, sets conditions that include these, in its own order.
- An ADU inside, attached to, or detached from the principal dwelling, on a lot where a single-family home exists, in the residential zones the section lists
- An owner occupant living on the property, in the principal dwelling or the ADU, apart from a bona fide temporary absence of three years or less for an activity such as military service, a temporary work assignment, a sabbatical, or voluntary service, or a stay in a hospital, nursing home, assisted living facility, or similar place providing regular medical care, retirement facilities and communities excluded
- A deed restriction stating the owner occupancy requirement, on a form the City Attorney approves, filed with the county recorder before the city issues the ADU's building permit and running with the land until the ADU is discontinued, abandoned, or revoked
- One ADU per single-family residential lot
- The underlying zone's rules for a principal building unless the section provides otherwise, with an existing accessory structure that misses the setbacks in those rules convertible to an ADU if it grows no more noncomplying, and new construction outside the main house held to the standards for accessory structures and to fire separation requirements
- A single-family dwelling on the lot, already standing or built with the ADU
- A lot meeting the zone's minimum size for an internal or attached ADU, and at least 10,000 square feet for a detached one
- No separate utility connections for an internal ADU
- No nightly or weekly rental of either unit
- Minor and major A home occupations in an ADU only for businesses with no client visits to the property
- An internal unit in a basement or attic, or an attached one, of no more than 50 percent of the principal dwelling's gross square footage; a detached unit no larger than the main house's footprint or 1,500 square feet of gross living area, whichever is smaller; and every ADU at least the size the adopted building code requires
- No separate sale or subdivision of the ADU
- No more residents than the code allows for a family
- One more on-site, off-street parking space, never tandem, for an internal ADU or an attached or detached studio or one-bedroom unit, and two more, tandem allowed, for an attached or detached ADU with two or more bedrooms, its parking kept independent of the household's spaces
- An internal or attached ADU allowed to use an existing entrance on the home's street-facing front facade, any new street-facing access for it at least 20 feet behind that facade, and the same distance for a detached unit's street-side door
- Height and setbacks under the accessory building standards of Subsection (F)
- A minor conditional use permit, with a Land Use Administrator's denial appealable to the Planning Commission
- A building permit for every ADU, however it is created, and no one living in it before the owner holds that permit and a certificate of final occupancy from the city
As of October 22, 2026, Syracuse had adopted no amendment to Section 10.30.020 after Ordinance 25-30. Utah's ADU statutes apply in Syracuse as well, as our ADU page explains.

Where We Build
Syracuse and Davis County
Section 10.125.010 of the Syracuse code places the land west of Bluff Road in a Sensitive Area Overlay, where soil and water conditions may affect, limit, or prohibit development. Beyond Syracuse, our Davis County page explains which office issues the permit for an address and lists every community we serve there.

Syracuse Remodeling and Permit Questions
What file format does Syracuse accept for permit plans?
PDF only. Syracuse's Civic Review building permit application warns that plans attached in any other format will not be reviewed. Every drawing and document we submit there is a PDF.
Where does a basement sump pump discharge in Syracuse?
Into a city storm drain or other land drain system where one is available and abuts the property, unless the City Engineer, who reviews and approves each connection to a city-owned utility system, directs otherwise, under Section 10.30.060(F) of the municipal code. Where a home is not connected or has been disconnected and its pump discharges at the surface instead, the pipe exits the building at finished grade, and the discharge point sits at least 2 feet from the basement foundation wall and 5 feet from a neighboring private property line. The water flows parallel to or away from the nearest property line, directed by the slope of the ground or by pipe to drainage easements or public drainage infrastructure, so that all of it stays on the premises or drains directly into the city storm sewer. Neither the water nor the piping creates an unsafe condition on a street, curb, or pedestrian walkway within or next to the lot lines. Section 10.30.060(E) also makes it unlawful to impede an existing field drain on the property.
What hours can construction run in Syracuse?
Section 6.40.030 lets construction work begin at 6 AM and bars the work's equipment noise that is plainly audible at the property boundary from 10 PM, or 11 PM on Friday and Saturday evenings. The operation also cannot exceed the sound level limits for an industrial zone. A permit or waiver under Section 6.40.080 can grant relief. We schedule each trade on your project inside those hours.
