Accessory Dwelling Units

ADU Rules in Pleasant Grove

Pleasant Grove City Code Section 10-15-47, Accessory Apartments, covers internal and detached units together. Ordinance 2026-030, adopted October 6, 2026, rewrote its parking rules in Subsection J. Together they set conditions that include these.

  • An apartment within or attached to a single-family home, or inside a detached accessory structure that goes with one
  • The owner, listed with the Utah County Recorder and holding at least a 50 percent equity interest, using the main dwelling or the detached unit as a primary residence and mailing address, apart from a bona fide temporary absence of three years or less for a work assignment, sabbatical, or voluntary service after living there and with the intent to return
  • One person, a group of related people, or up to four related or unrelated people living as a single housekeeping unit in the apartment, plus a temporary guest
  • A location in the A-1, R-R, R-1, RM-7, DV, and Grove mixed housing zones only, never in a multi-family dwelling or on a lot that cannot meet the parking requirements
  • One accessory apartment for each owner-occupied single-family home
  • An apartment over the garage, in the basement, in an addition, or in a detached accessory unit, meeting the zoning requirements for a single-family neighborhood
  • A separate, accessible entrance or stairway for a new home approved with an accessory apartment; in an existing structure, the current doors on a street-facing side, or a side or rear one; and no side-by-side front doors unless the second opens directly to the basement
  • The home's address number, with the apartment as unit B, posted on the street side
  • No added parking for an internal apartment when the home has four off-street spaces, one more space if it has fewer, and no garage converted to living area unless a new garage or carport is built before the conversion is occupied
  • One added off-street space for a detached apartment of 650 square feet or less, and two for a larger one
  • Parking kept out of a front or street-side yard setback except within an approved driveway, with covered stalls, garages, and up to two tandem spaces counted
  • Parking paved with concrete or asphalt, or, for a space not directly connected to the street, surfaced with masonry, concrete pavers, or compacted material at least 4 inches thick that the City Engineer approves
  • Eating, sleeping, and sanitation facilities separate from the main home
  • Construction that meets the building codes in effect at the time, with Utah Code 10-20-606 applying to egress windows
  • Separate water, gas, and electric meters allowed, each in the owner's name
  • Interior access kept between the main living area and an attached apartment, unless the fire department finds sufficient means of egress during an inspection
  • No separate sale or deed, with the apartment used only as a rental
  • Registration with the Community Development Department in addition to the building permit, with a site plan, labeled floor plans, code corrections, and photos of the carbon monoxide and smoke alarms and the water heater's earthquake strapping
  • A home occupation in the apartment limited to a home office that draws no customer traffic, and only with the property owner's express written permission
  • A tiny home as the lot's one accessory apartment only when it is permanently connected to and approved for all required utilities; set on a site-built permanent foundation that meets the building code; inspected for the foundation, installation, and utility connections; and given parking under Subsection J

The city's Owner's Affidavit, completed with the Accessory Apartment Registration at the Community Development office, states that the accessory apartment permit is revoked if the property is no longer owner occupied.

What Homeowners Ask

Pleasant Grove Remodeling and Permit Questions

Can I add a second kitchen in Pleasant Grove without an accessory apartment?

Yes, in the A-1, R-R, and R-1 zones, when the home meets every condition of City Code Section 10-15-37: one address, interior access to all parts of the home, no more than one electrical meter, and the second kitchen inside the primary structure, never in an accessory building. Once the second kitchen is approved, present and future owners limit the home to one family, with no roomers or boarders.

Does a basement finish need a building permit in Pleasant Grove?

Yes. Basement finishes are on the Building Division's list of work that requires a building permit, and the application goes through the Citizen Portal. The city's Basement Finish checklist lists items for the floor plans to show, including the area to be finished, the use of every room, door and window sizes and window types, bedroom egress, the electrical panel, the carbon monoxide alarm, and the combustion air duct to the mechanical room. The Building Division lists a site plan among the documents for new residential and commercial buildings and for most other types of construction. The Engineering Building Permit Checklist exempts work confined to existing interior space. We confirm with the city whether your basement finish needs a site plan.

How long is plan review for a new home in Pleasant Grove?

The Building Division states that initial plan reviews for single-family residential development are completed within 14 business days. Utah Code 10-20-909(4)(a) sets that limit for a one- or two-family dwelling or townhome, counted from the end of the 3-business-day screening period, unless the applicant waives it or agrees in writing with the city to another review period. Where the city gives notice of an incomplete application after 5 PM on the last day of the screening period, Subsection (4)(c) lets it pause the review in the last 5 days of the 14-business-day limit until the missing information arrives. We set your start date after the full review.
