- Any garage or carport parking space converted into an internal ADU replaced as usable on-site parking

- No detached ADU larger in gross floor area than the primary dwelling, on or within a public utility easement, another recorded easement, or irrigation facilities, or in the front-yard area, and none that lacks adequate access to a required utility service that is a project improvement, including sanitary sewer, culinary water, electrical, or storm water, or whose required system improvement lacks the capacity to serve it
- A design for any ADU consistent with the primary dwelling through generally compatible exterior materials, roof form, building proportions, or architectural design
- Conversion of a legally constructed eligible accessory structure into a detached ADU, processed administratively as a permitted use application
- A building permit application that includes, as applicable, engineered architectural drawings and building plans that meet code, proof of ownership, a site plan, utility documentation, evidence that the ADU was legally constructed, an affidavit of the occupied owner, a parking plan, and any required agency approvals
- No occupancy until the city issues final building approval or a certificate of occupancy, as applicable

Section 17.44.090 lets accessory buildings in a residential zone cover no more than 25 percent of the rear yard. Section 17.44.120 caps a building accessory to a one-, two-, three-, or four-family dwelling at one story or 20 feet.

Weber County Permits and CommunitiesWhat Homeowners Ask
Washington Terrace Remodeling and Permit Questions
Can an existing accessory building become an ADU in Washington Terrace?
Yes, when it is a legally constructed eligible accessory structure. Section 17.48.030 lets the owner apply, through a permitted use application processed administratively, to convert it into a detached ADU. The application includes documents showing the structure was legally built, such as a previously issued building permit, approved construction plans, a certificate of occupancy or final inspection record, county assessment records, or a survey or aerial photograph. The converted unit still meets the rest of the section, including owner occupancy and the 11,000-square-foot lot minimum. A structure that falls short may be modified, relocated, or otherwise brought into compliance as part of the approval.
How does Washington Terrace treat building on sensitive lands?
Under Section 17.74.040, a property within the city's sensitive lands overlay may be unsuitable for development, or suitable only after mitigation of the specific site's hazards. Those hazards can include slopes of 10 percent or more, faults, high liquefaction potential, debris flows, flooding, landslides, rockfalls, shallow or contaminated ground water, and wetlands. Washington Terrace's General Plan notes that a geologist on the Weber County Planning Commission's staff identified the Weber River bluff and slope areas north, south, and west of the city as potentially sensitive to development. The plan adds that the sensitive area regulations require landowners to provide geological and other analysis by experts in the field.
Does a remodel in Washington Terrace fall under the Utah Wildland Urban Interface Code?
Only within the city's WUI Area. Section 11.11.020, adopted by Ordinance 25-06 on December 2, 2025, applies the WUI Building Code, as Utah adopts it, to new structures, additions, renovations triggered by applicable thresholds, and landscaping and site work there. Section 11.11.030 takes its WUI Map from the Utah Division of Forestry, Fire and State Lands, as the Division amends and updates it. Existing structures are not required to retrofit, but when a renovation or addition to one triggers a permit, the review includes compliance with the WUI chapter.
