The City Council's agenda for October 1, 2026, included a public hearing and an ordinance on amendments to the accessory dwelling unit rules in Title 13 for the 2026 state law on detached ADUs. As of October 22, 2026, the city had posted neither an adopted text nor the minutes of that meeting. We confirm the current section for your property before design.

Holladay Remodeling and Permit Questions
Can I rent an ADU in Holladay?
Yes, for 30 consecutive days or longer, provided the owner or an immediate family member lives on the property and the rental license is approved each year. The owner-occupancy rule does not apply during the owner's bona fide temporary absence of three years or less for military service, a work assignment, a sabbatical, or voluntary service. The exception applies only if the owner lived in the home immediately before leaving and resumes living there on return.
Can I build a detached ADU in Holladay?
Yes, on a lot with a detached single-family home in a residential zone. The unit needs a footprint of at least 200 square feet and no larger than the city's chart allows for the lot size, a height of no more than 25 feet, and the accessory building setbacks. The city lets an owner reduce those setbacks with treatments such as a masonry wall or a single-story design.
