Permits and Local Rules
How Permitting Differs across Northern Utah
City, Town, or County
Each city or town issues building permits for work inside its limits, except as noted below for Salt Lake, Wasatch, and Cache Counties. Each county's building office issues permits for work in its unincorporated areas. In Salt Lake County, the Greater Salt Lake Municipal Services District issues those permits instead, for work in the unincorporated areas and in the district's member communities. The Wasatch County Building Department issues the building permit for a Wallsburg project once the town approves it. The Cache County Building Division also issues permits for work in the cities and towns on its list.
Internal ADUs
Utah Code 10-21-303 requires Utah cities and towns to allow internal ADUs in owner-occupied, detached single-family homes in primarily residential zones. Each city or town sets its own conditions within that law. Utah Code 17-80-303 does the same for unincorporated county areas.
Snow Loads
Utah's residential code amendments list ground snow loads for selected locations and refer the rest to the Utah Snow Load Study. Each structure is designed to the load for the location where it stands.
City and Town Guides
City and Town Permit and ADU Guides
Each city and town page names the office that issues building permits, lists its phone number, and, where the city or town publishes them, sets out the local ADU rules.
