Permits and Inspections
Building Permits in Vineyard
For a basement finish, the Vineyard Building Department accepts submittals online through City Inspect, with plans and documents in PDF form, or over the counter on sheets no larger than 11 by 17 inches. For a commercial project, the department's checklist states that every item is required electronically.

Inspections are requested through City Inspect or by phone during business hours. Requests left on voicemail are not honored. No inspection is scheduled for the same day. Inspections are conducted Monday through Friday, 8 AM to 5 PM. The department's Basement Finish page notes that plans are reviewed first come, first served, regardless of complexity.

A basement finish takes a building permit in Vineyard. The plans need not be drawn by an architect, though any drawings an engineer prepares or reviews carry the engineer's seal and signature. The city's Basement Finish page lists these items for the plans to show.
- Dimensioned floor plans of every wall opening, stair, door, closet, and other space
- The use of each room and space labeled, with everything in the area to be finished included
- Load-bearing walls identified, with engineering for each one replaced by a beam
- Every window and its size
- Each bedroom window well's dimensions, measured from the sill to its top, with an attached escape ladder for any taller than 44 inches
- The furnace, water heater, and other utility equipment
- A smoke alarm in each bedroom and another in the area next to them, a carbon monoxide alarm outside the sleeping rooms, and every alarm wired in series to those on all levels
- The layout of the electrical outlets, and the location of the panel serving the finished areas
- Every plumbing fixture, fireplace, and other added piece of equipment
A basement walkout also takes an engineering letter, a detailed stair plan, and a site plan locating the new exit relative to the property lines. A basement with an existing or planned second kitchen needs a recorded Second Kitchen Acknowledgement form. A basement finished without a permit goes through the full review, with any concealed work exposed for inspection. Under the Building Department's policy, the Building Official must approve any variance from that process.

Accessory Dwelling Units
ADU Rules in Vineyard
Vineyard Zoning Code Section 15.34.060, last amended by Ordinance 2025-03 on June 11, 2025, sets these conditions for an ADU.
- An ADU as an accessory use to a single-family detached residence, in a separate accessory structure or inside the house, and never in a mobile home, travel trailer, boat, or recreational vehicle, with prefabricated housing allowed on a permanent foundation when its design is consistent with the home
- A lot of at least 5,200 square feet for a home with an internal ADU, or 12,000 for a detached one
- A detached ADU of no more than 1,200 square feet
- No change to the home's appearance as a single-family residence and no outside sign of a second household, such as two front doors, with the ADU's style, materials, and colors consistent with the home
- An ADU never sold separately from the home
- The property owner living in the home or the detached structure
- One ADU per single-family home
- The height, setback, and dimensional standards for accessory buildings
- The same water, sewer, electric, and gas meters as the home, with no separate lines, connections, or metering
- At least four on-site parking spaces for the home and ADU together, on a paved surface or approved driveway; driveways and pads counted only where they are at least 18 feet long, excluding street right-of-way, sidewalk, or other public land; each space 8 feet wide or more; owner and tenant cars never parked in tandem with each other; and the area for parking and driveways limited under Section 15.38.030(2)(b)
- Separate addresses for the home and the ADU
- ADU entrances and access that meet the building and fire codes, and only one front entrance of the home visible from the front yard
- No ADU on a property with outstanding ordinance violations or unpaid taxes
- A Vineyard City Business License for each ADU, renewed every two years, subject to a code compliance inspection of the property by city staff
- Only one dwelling on the property holding a "with impact" business license, a class that excludes the ADU's own license
- Any application with active code violations denied or deferred until they are abated or resolved, and an approved license revoked for an occupancy-related zoning violation
- Compliance with every requirement of the adopted building code and the other applicable city ordinances and regulations
Ordinance 2026-11, the city's proposal to lower the detached ADU lot minimum to 11,000 square feet, returned to the Planning Commission on October 14, 2026. The commission forwarded it to the City Council with a recommendation for approval. The council's agenda for October 27, 2026, listed the ordinance as a consent item. As of October 28, 2026, the city had not posted the minutes of that meeting. Short-term rentals are not permitted in Vineyard's residential zones. The city's licensing page states that one family or up to four unrelated individuals may live in an ADU. Utah's ADU statutes apply in Vineyard as well, as our ADU page explains.

Where We Build
Vineyard and Utah County
The FEMA flood maps Vineyard adopted by Ordinance 2026-06, in effect since June 23, 2026, add V Zones for wind-driven wave action along the city's Utah Lake shore. Beyond Vineyard, our Utah County page explains which office issues the permit for an address and lists every community we serve there.

Vineyard Remodeling and Permit Questions
Do Vineyard's flood maps affect my project?
They can. Ordinance 2026-06 adopted FEMA's flood maps effective June 23, 2026. Work in a special flood hazard area takes a Floodplain Development Permit. In Zones A1-30, A, and AE, new construction or a substantial improvement of a home puts its lowest floor, basement included, one foot above the base flood elevation, or at the freeboard elevation where one is noted. A registered professional engineer, architect, or land surveyor submits certified elevations to the Floodplain Administrator.
How long is plan review for a basement finish in Vineyard?
The Basement Finish page says the review "is typically completed within one week from the time it was submitted, but is subject to workload." The review's status can be checked on the building portal. Comments, corrections, and approvals go to the email address on the application.
Can I request a Vineyard inspection by voicemail?
No. The Building Department takes inspection requests through City Inspect or by phone during business hours. The department's number is 801-226-1929. An online request is confirmed by email once staff accept and schedule it.
