Permits and Inspections

Building Permits in Springville

The Springville Building Division takes every application through City Inspect and reviews only complete submittals, first come, first served. Electronic plans are left unsecured so city staff can add comments.

Springville

Springville Building Division

Inspections are requested in City Inspect at any time or by phone during office hours, Monday through Friday, 8 AM to 1 PM. The division recommends scheduling 48 hours ahead. It provides an inspection within three business days of receiving a request. A request sent between 5 PM Friday and 11:59 PM Sunday counts as received on Monday. Same-day inspections are not provided. Every sewer lateral is on a water test at its inspection. For a new Springville home, the city's Planning and Zoning and Storm Water departments approve the plans in City Inspect before the Building Division receives the project. We schedule both reviews ahead of the permit.

Springville's Basement Improvement Permit Checklist states that a permit is required before an unfinished basement becomes habitable space or gains electrical, plumbing, or heating work. It lists these drawings and documents for the application.

  • A site plan with setback measurements, locating the house and the improvements on the property, when a walkout is part of the permit
  • A floor plan of the proposed area, with every space labeled for its intended use
  • Engineering for beams that replace bearing walls
  • Every window and door location
  • The mechanical room or equipment location
  • Electrical and gas information for the work being done
  • Contractor information or an owner-builder certificate
  • An ADU certificate application, where one applies

The checklist then lists the required inspections of footings where needed; underground plumbing; the four-way of framing and the plumbing, mechanical, and electrical rough-in; the gas line; insulation; and drywall, followed by the final inspection. A permit expires 180 days after it is issued or after the last inspection.

What Homeowners Ask

Springville Remodeling and Permit Questions

Does Springville set a floor elevation on the west side of the city?

Yes. Under City Code Section 10-1-105, in the Westfields Overlay Zone and every other area west of 400 West Street or its planned alignment, the base floor elevation, whether for slab-on-grade construction or a crawl space floor, can be no lower than the top back of the curb. Subsection (2) lets commercial and multiple-family buildings set underground garages and slab-on-grade floors lower when its conditions are met. Subsection (3) allows a commercial building's base floor below the curb under separate habitable space, drainage, groundwater, and recorded release requirements. An approved moisture-proof membrane system that fully encapsulates the building's below-grade portions can take the place of the drainage and groundwater items, once a water infiltration test is performed and approved before any backfilling. We check a west-side lot against Section 10-1-105 before a new home or addition is designed.

What if an irrigation ditch crosses my Springville lot?

Under City Code Section 10-1-104, no building permit is issued for a property crossed or fronted by an irrigation ditch unless the construction plans provide for covering the ditch, with that design approved by the irrigation company or other easement owner.

How long is plan review for a Springville basement or addition?

The city's basement and addition brochures put plan review at approximately three weeks and say it may take longer if the city calls for corrections. We submit complete plans, since Springville does not accept incomplete applications for review.
