Permits and Inspections
Building Permits in Midvale
While Midvale's online permit system is unavailable, the city asks for its fillable PDF Building Permit Application, emailed to the Building and Safety Division with the plans and supporting documents, until further notice.

Inspections are requested online between 8 AM and 3 PM, Monday through Thursday, at least 24 hours ahead, by the general contractor on record. A request sent after 3 PM on Thursday is processed the following Monday. An inspector arrives between 8 AM and 3 PM. A specific time slot can be asked for only on footing and foundation inspections. An electrical inspection request includes the Rocky Mountain Power work order number in its notes. Midvale uses a single, universal building permit application for every type of project.

- Final
Before the final inspection of a new single-family home or townhome outside a large development project, the Residential Construction Completion Check-List is signed by each department and agency it marks for such a home. Those signers include the Planning and Zoning Department, Midvale Backflow Prevention, and, in Bingham Junction, the Project Site Coordinator. The signed list is then presented to the building inspector at the final inspection.

Accessory Dwelling Units
ADU Rules in Midvale
Internal and external ADUs are allowed uses in Midvale's SF-1 zone. Section 17-7-1.2.1(E) of the city code sets these conditions for an internal ADU, in its own order.
- A lot with one detached single-family dwelling, with the property owner living in one of the units as a permanent residence for as long as the internal ADU remains
- The building, plumbing, electrical, mechanical, fire, health, and other applicable codes, with a building permit before any construction begins
- No separate utility meters or separate address
- The zone's development standards for any addition to an existing building
- Off-street parking as the zone's parking rules require
- No internal ADU within a mobile home or manufactured home
- No internal ADU on a lot of 6,000 square feet or less
- A notice recorded against the property's title before the certificate of occupancy, describing the primary dwelling and stating that the property contains an internal ADU used only as the city's land use title allows
- No rental or lease for less than 30 consecutive days
- One internal ADU per property
Section 17-7-1.2.1(D) sets matching conditions for an external ADU, a detached unit that also follows the accessory structure standards of Section 17-7-1.8, including a location at least 6 feet from the main dwelling and 2 feet from the rear and side lot lines. Ordinance 2024-O-07 moved the SF-2 zone's ADU standards into Section 17-7-2.2.1. The RM-12 zone carries the same internal ADU list.
Utah's ADU statutes apply in Midvale as well, as our ADU page explains.

Midvale's Planning and Zoning Department answers zoning questions for a specific lot. We confirm the zone and the ADU rules for your property with the department during preconstruction.

Midvale Remodeling and Permit Questions
Which Midvale projects need a building permit?
The Building and Safety Division requires a permit and inspections for all new construction, additions, basement finishes, remodeling, siding, re-roofs, window replacement, water heater replacement, and furnace replacement. Its exemptions include cosmetic work such as carpeting, tiling, painting, and wallpapering.
Does a Midvale project need a stormwater plan?
Midvale's stormwater requirements apply Minimum Control Measures even to a site that needs no state Notice of Intent. The submittal includes an Erosion Control plan or a SWPPP. A preconstruction meeting comes before any demolition, grubbing, or grading. The city does not accept straw, sand, or gravel wattles as Best Management Practices.
What inspections does a Midvale basement finish need?
The city lists footings, underground plumbing, the 4-Way, insulation, the shower pan, and the final. It marks every one except the 4-Way and the final as potentially required. The city asks that the full list be verified with its Building Official. We confirm the list for your plans before work begins.
