Permits and Inspections
Building Permits in North Logan
Cache County's Building Division does not issue permits in North Logan. A zoning clearance, applied for in Civic Review, comes first, and the building permit request then goes through City Inspect with the clearance approval letter attached.
North Logan
North Logan Building Department
The zoning clearance covers the construction or modification of any permanent structure, primary, accessory, or agricultural, along with signs, fences, pools, and retaining walls over 3 feet tall. Once zoning is approved, any structure over 200 square feet also needs a building permit. Plumbing, mechanical, electrical, GenerLink, and repair permits are exempt from the clearance. Building inspections have their own scheduling number, listed below. For every building permit it issues, the city also requires concrete inspections of the curb, gutter, and sidewalk, with at least 24 hours' notice before a pour. The city's Building page links the state's adopted codes and statewide amendments and notes that North Logan has no local amendments. We draw each project to those editions and amendments.

ADU Rules in North Logan
Section 12C-221 of the North Logan Municipal Code, updated with Title 12 by Ordinance 25-11 on November 5, 2025, sets these conditions for attached or internal ADUs and for detached ADUs, in its own order.
- Approval through a zoning clearance and a building permit, applied for with a floor plan and site plan drawn to scale that show any proposed changes to the home or an existing accessory building, or how a new one would be established for a detached ADU
- Architectural renderings of the material and design intent of the proposed improvements to the home, or of the construction or conversion of a detached ADU
- The home and its attached or detached ADU treated together as a single-family residence use on the lot or parcel
- A detached ADU only on the same owner-occupied lot or parcel as the home, with the owner living in one of the two except for bona fide absences
- One ADU per lot or parcel, whether attached, internal, or detached, within the zoning districts Section 12C-006 outlines
- The ADU owned by the same person, people, or entity as the home; the two sharing a single water meter and sewer lateral; and one monthly city bill for municipal services sent to the owner of the lot or parcel
- No trailer, mobile home, or other portable structure as a detached ADU, with the city's Building Official determining portability
- The setbacks for the home in the applicable zone where an attached or internal ADU expands the existing footprint, and those for accessory buildings where the ADU is detached
- An appearance, in architecture, colors, and materials, for any addition, expansion, or new accessory building that matches the existing home and fits within the character of the surrounding neighborhood
- A detached ADU no larger than 50 percent of the home's building footprint, attached garage included, up to 1,250 square feet of gross area, or 2,500 square feet for the whole structure when the ADU's conditioned dwelling area sits entirely above a garage
- At least two paved asphalt or concrete off-street parking spaces for a detached ADU, or one for an attached or internal ADU, beyond the two the home requires
- The spaces needed to meet those requirements covering no more than 25 percent of the area between the front of the home and the front property line, any added vehicular access to public roads conforming to the city's Design Standards Technical Manual, and all ADU parking on-site and off-street at all times
- Review through a building permit for any new construction, remodeling, renovation, or conversion needed to accommodate the ADU, with the work conforming to the building code requirements in place at the time of application
- No ADU on a lot or parcel served by an on-site wastewater (septic) system without prior approval through the Bear River Health Department
- A restrictive covenant the owner records on the property's title as a condition of approval, stating that the property is used for nothing other than a single-family residence and that the structure never serves as a two-family dwelling (duplex) with unrelated non-owner families occupying both units at once
- A further covenant statement that, except for bona fide absences, the owner occupies the primary or the accessory unit whenever the other is rented to an unrelated family
Section 12C-006 makes both ADU types a permitted use in the Agriculture (A1-10), Residential Estate (RE-1, RE-2, and RE-5), Single-Family Residence (R-1-10, R-1-12, R-1-15, R-1-20, and R-1-30), and Residential Business (RB) zones. Section 12C-1402 does the same in the SF6, MR7, and MR8 legacy zones of the Mixed Use City Center. Section 12C-006 lists both types as prohibited in the Multiple Family Residence (RM) zone, where a single-family residence is a permitted use.

Cache County Permits and CommunitiesWhat Homeowners Ask
North Logan Remodeling and Permit Questions
Can a North Logan home have a second kitchen?
Yes, under a recorded covenant. Section 12C-219 allows a single-family dwelling, together with its accessory buildings, only one kitchen unless the owner signs a notarized covenant to run with the land, in the form the city prescribes. The covenant prohibits using the second kitchen for an added dwelling unit rented to an unrelated family, and the owner records it before the building and land use permits are issued.
Does a remodel in North Logan need a geologic hazard report?
Not when the remodel of an existing home expands neither its footprint nor its foundation and changes no use. Section 12F-300 of the city code lets that work proceed without meeting the geologic hazard ordinance. Complete or substantial demolition and replacement of a structure must comply. An addition on property in the mapped Geologic Hazard Study Area needs a site-specific geologic hazard investigation report, submitted to the city as an unlocked PDF with the building permit request, under Section 12F-500.
What hours can construction run in North Logan?
Section 15-550.02 of North Logan's code prohibits the erection of any building, including the excavation for it, and its demolition, alteration, or repair between 10 PM and 7 AM, local prevailing time. The one exception is urgent necessity in the interest of public health and safety, with a permit from the city.
