Inspections are requested by phone no later than 3:30 PM on the business day before. Each request gives a name and phone number, the type of inspection, the date it is needed, the permit number, and the property address. A request for a footing or foundation inspection also includes the requested time. A 4-way with power or a power-to-panel inspection also needs the Rocky Mountain Power work order number. The department's inspection numbers are listed on its Building page.

Bluffdale's plan submission requirements for basements call for a completed permit application, floor plans drawn to scale that show these items, and, if any structural changes are made, engineering calculations with framing plans and structural details.

  • The area to be finished, with its square footage
  • Room dimensions, with every room labeled by its use
  • The locations and sizes of doors and windows
  • Window types
  • The dimensions of window wells
  • The insulation R-value at exterior walls
  • The location of the electrical panel

The city's permit portal also calls for an approval letter from the Jordan Basin Sewer District at submittal for commercial work, tenant improvements, retaining walls, ADUs, detached garages, barns, sheds, pool houses, and pools. The addition requirements list that letter as their first step.

Accessory Dwelling Units

ADU Rules in Bluffdale

Chapter 11.340 of the Bluffdale City Code, replaced in full by Ordinance 2023-08 on May 24, 2023, sets conditions that include these, in its own order.

  • An internal ADU as a permitted use within a single-family dwelling on a parcel greater than 6,000 square feet, in the primary residential, mixed-use, and special district zones
  • A detached ADU as a permitted use in the same zones, on a lot or parcel with no more than one single-family dwelling
  • City approval on Planning Department forms before the ADU is used, and a building permit, with no ADU permit or certificate of occupancy issued until the construction is complete and inspected
  • No ADU on a parcel served by a failing septic system
  • No separate utility meter for an internal or detached ADU
  • No rental or lease for less than 30 consecutive days, with one rental agreement or lease in effect at a time
  • An ADU of no more than 50 percent of the total square footage of all floors of the primary dwelling, as Salt Lake County Assessor records show it, not counting an attached garage
  • The owner of record living in the primary dwelling as a primary residence, or in an approved ADU, apart from the temporary absences, care facility stays, and changes of ownership the code allows
  • One ADU per parcel with a primary dwelling, and no detached ADU on a property with an internal ADU
  • At least one off-street parking stall for an internal ADU and two for a detached ADU, in addition to the home's required parking and behind the front plane of the house
  • No separate address or mailbox for the ADU
  • A detached ADU in the rear or side yard, never the front yard, with at least 400 square feet of habitable space and a permanent foundation
  • Translucent windows or skylights on a detached ADU facade within 20 feet of an adjacent property with a single-family home or townhome, and no rooftop or second-story deck
  • A detached ADU no taller than the zone allows for accessory buildings, with no second kitchen
  • An internal ADU within the footprint of the primary dwelling, which can include the space above an attached garage, with an exterior that keeps the look of a single-family dwelling
  • A notice of accessory dwelling unit, signed by the owner and recorded by the city with the County Recorder

Section 11.340.040 applies its 50 percent size limit to internal ADUs as well. The city noticed Application 2026-29, an amendment to Chapter 11.340, for a Planning Commission hearing on October 7, 2026. The amendment would reduce off-street parking for detached ADUs smaller than 650 square feet and allow an existing accessory building to be converted into a detached ADU under S.B. 284. The item was not on the commission's October 7 agenda and had not been adopted as of October 23, 2026. The city has also noticed Application 2026-35 for a Planning Commission hearing on November 4, 2026. That amendment would allow internal and detached ADUs to be used as licensed short-term rentals under Chapter 3.100 of the city code, with one short-term rental license per property. Utah's ADU statutes apply in Bluffdale as well, as our ADU page explains.

What Homeowners Ask

Bluffdale Remodeling and Permit Questions

Does a remodel in a Bluffdale floodplain need its own permit?

Yes. Any development in a designated floodplain, including additions, demolition and remodeling, fences, and retaining walls, needs a floodplain development permit from the city before the work starts. The permit calls for plans stamped by a Utah-licensed Professional Engineer and an Elevation Certificate, and an As-Built Elevation Certificate when the permit is closed out.

How long does a Bluffdale building permit stay valid?

Section 9.10.030 of the city code voids a permit when the work does not begin within 180 days of its date, or when the work is suspended or abandoned for 180 days after it begins. A permittee holding an unexpired permit can apply in writing for one extension of up to 180 days to begin the work, when circumstances beyond its control have prevented the work from beginning.

What if I reach voicemail when requesting a Bluffdale inspection?

The Building Department asks for every detail of the request in the message. It does not call back to confirm, but it clears its voicemail before the end of each day and places those requests on the schedule.
