Under an interlocal agreement the Mapleton City Council approved on September 16, 2026, Mapleton and Spanish Fork may ask each other for backup inspection and plan review help. Final permitting decisions stay with Mapleton unless it authorizes otherwise in writing. Digging from the back of the sidewalk into the road, or connecting to a city utility, takes an excavation permit. Public Works inspections are scheduled through the Public Works office.

Accessory Dwelling Units
ADU Rules in Mapleton
Mapleton calls ADUs accessory apartments. Section 18.84.410 of its city code, amended most recently by Ordinance 2026-09 on June 3, 2026, sets these conditions for them.
- An exemption from these rules when only family members, as Section 18.08.010 defines them, live at the residence
- A full-time resident property owner, as shown on the Utah County tax assessment rolls, living in either the home or the accessory apartment
- One accessory apartment per lot
- An internal accessory apartment in any residential zone except the SDP-1 and R-2-B zones, on a legal lot of record of 6,000 square feet or larger
- An internal unit designed so the house keeps its appearance as a single-family dwelling, with the apartment's entrance or exit on the side or rear
- A detached accessory apartment on a property of at least 11,000 square feet
- A detached unit's interior floor area of no more than 1,000 square feet on lots of 11,000 to 87,119 square feet, 1,200 square feet on lots of 87,120 to 130,679 square feet, and 1,400 square feet on lots of three acres or more
- A detached unit's front wall at least 10 feet behind the front wall of the house
- The accessory building rules of Section 18.84.230 for a detached unit, among them accessory buildings that together cover no more than 20 percent of the rear yard, no reflective roof material such as unpainted metal, and all roof drainage kept on site
- At least one off-street parking stall for the apartment beyond the home's required parking, inside a garage only where at least two other garage stalls are available for the home, and never directly behind one of the home's required stalls
- No more than one of the apartment's designated stalls in the front yard setback or in a side yard setback next to a street

Utah County Permits and CommunitiesWhat Homeowners Ask
Mapleton Remodeling and Permit Questions
Can I build a detached accessory apartment in Mapleton?
Yes, on a property of at least 11,000 square feet, a minimum that Ordinance 2026-09 lowered from half an acre on June 3, 2026. The full-time resident owner lives in the house or the apartment, and the unit's interior floor area is capped by lot size, from 1,000 square feet up to 1,400 square feet on three acres or more.
Does a second kitchen need a building permit in Mapleton?
Yes. Section 18.84.415 of the city code requires a building permit for each new kitchen added to an existing home or accessory building. A new home or accessory building needs only one permit when every kitchen is shown on its drawings.
What does building in Mapleton's CE-1 zone require?
Under Chapter 15.45 of the city code, amended in March 2026, every proposal in the CE-1 Critical Environment Zone to grade, fill, or excavate land, or to erect a structure for human habitation, goes to the City Engineer. The site plan goes in with a geotechnical and geology report whose site-specific investigation includes trenching as well as boring, a soils report, and a fire protection report, each certified by an engineer licensed in Utah. It also goes in with footing and foundation plans certified by a structural engineer licensed in Utah and approved by the City Engineer, among the other technical plans the chapter lists.
How far ahead are Mapleton inspections requested?
The city's Building Inspection Summary asks for requests up to three days in advance when a specific date or time is preferred. Every inspection can be scheduled through MGO Connect.
