Permits and Inspections

Building Permits in South Weber

South Weber issues its own building permits. Every application goes through Civic Review, the city's online permitting software. The city reviews the completed application there and emails any further questions.

South Weber

South Weber Building Department

An inspection is requested in the Messages section of the project portal. The portal opens from the unique link in any Civic Review email about the work and needs no login. The message gives the type of inspection, the preferred date and time, the names and phone numbers of the requester and the onsite contact, and any site access notes. City staff confirm the inspection by a message in the portal. The design criteria at the start of the application list a 30-inch frost depth and seismic design categories of D under the International Building Code and D2 under the International Residential Code. They list wind exposure C east of 1900 East and north of 7800 South and exposure B in all other areas. The city denies any application with incorrect calculations until they are corrected. We check the calculations for each project against those criteria before we file.

Building Applications

The city's Dust Control Requirement form, signed by the applicant, contractor, or owner, states that the builder will make every effort to prevent dust, sand, and soil from blowing or becoming airborne and being carried off the site. It lists these procedures.

  • Attempts to leave all natural vegetation on the lot
  • Heavy equipment used only when the wind is down
  • Temporary secondary sprinklers placed around the perimeter of the lot and used to keep dust down as needed

New construction can draw culinary water through a Construction Water Utility Account, set up under the city's Construction Water Application and Agreement. Once every required final inspection has passed and the city issues the certificate of occupancy, the account converts automatically into a full residential utility account.

Accessory Dwelling Units

ADU Rules in South Weber

Chapter 10-19 of the South Weber City Code, replaced in full by Ordinance 2023-18, sets these conditions, in its own order, for an internal ADU, which the city defines as a unit created within or added to the home.

  • Internal ADUs allowed in the zones the city's land use matrix identifies
  • No ADU on a parcel smaller than 6,000 square feet, without an owner-occupied single-family residence, served by a failing septic tank, or with a recreational vehicle as the primary dwelling unit
  • No rental for less than a 30-day period
  • No more than one ADU on a parcel
  • Ownership never subdivided or transferred apart from the principal dwelling unit
  • A business license from the city, obtained by the owner of record before the ADU is leased
  • A building permit from the city before construction of a new ADU begins
  • The home as the property owner's primary residence, attested in a signed ownership affidavit, with owner occupancy of the ADU or the home verified before approval
  • One utility meter serving both the home and the ADU
  • A separate mailing address for the ADU
  • Rental to no more than one family unit
  • Construction that adheres to the State Construction Code and Title 9 of the city code
  • At least 15 feet of common wall or floor space shared with the home
  • Cooking, bathing, living, and sleeping areas separate from and in addition to those of the home
  • One off-street parking space beyond the home's parking, with required spaces lost to a garage or carport conversion replaced space for space
  • Egress windows where the State Construction Code and Title 9 of the city code require them
  • Construction as an addition; a remodel of a garage, carport, or basement; or part of new construction, within every setback and height limit, with each unit's entrance distinct and on a separate plane or story of the home
  • An addition built, to the greatest extent possible, with materials and design similar in quality to the home's

The conditions listed above on owner occupancy, septic tanks, recreational vehicles, rentals, the number of ADUs on a parcel, ownership, the business license, the building permit, and the mailing address apply as well to an external ADU, one detached from the home. Sections 10-19-3 to 10-19-6 set them for both types. For an external ADU, the city code as it reads today adds these rules in Chapter 10-19 and in the land use matrix, zone setback tables, and parking standards that Ordinance 2023-18 amended.

  • A conditional use in the zones the land use matrix lists
  • A parcel of at least 0.33 acres
  • Utility meters separate from the home's
  • An external ADU built to the State Construction Code and Title 9 of the city code
  • An existing detached accessory building or new construction, never a recreational vehicle
  • A location other than the front of the main building
  • Under the A, RL, RLM, and RM zone tables that Ordinance 2023-18 amended, a front setback of 25 feet from all front lot lines; side setbacks of at least 10 feet, or 20 feet on a side facing a street; and a rear setback of 10 feet
  • At least 10 feet from the home, with the greater setback controlling where the zone's and the chapter's setbacks conflict
  • A livable floor area of 400 to 1,250 square feet
  • Building coverage, all structures included, of no more than 60 percent of the lot
  • A height no greater than the home's
  • Materials and design similar in quality to the home's, to the greatest extent possible
  • Living spaces separate from those of the home
  • Two off-street parking spaces beyond the home's required parking, with required spaces lost to the conversion of a garage or outbuilding replaced space for space

The Planning Commission's agenda for October 8, 2026, included a public hearing on an amendment to remove the conditional use permit requirement for external ADUs, in a draft that also lowers the minimum parcel to 0.25 acres. The city had not adopted that amendment as of October 22, 2026. It was not on the City Council's October 27 agenda.

Utah's ADU statutes apply in South Weber as well, as our ADU page explains.

What Homeowners Ask

South Weber Remodeling and Permit Questions

Does the bluff along South Weber's south side affect building there?

The city's General Plan, adopted November 10, 2020, says the bluff on the south side runs the entire length of the city and that geologists have identified the area as one of very high risk for potential landslides. The plan also states that analyzing the feasibility of any development proposed on or near the bluff is important. It recommends that development in the areas on its Sensitive Lands Map be required to mitigate potential environmental hazards under the Sensitive Lands Ordinance. We check a lot near the bluff against that map before design begins.

What if South Weber cannot inspect within three business days?

The city has contracted third-party inspection firms for an inspection it cannot complete within three business days after the day it receives the request. Before one of those firms is contacted, the City Building Department receives written notice by email or by letter. The third-party service is not authorized until the city has also confirmed that it cannot conduct its own timely inspection.

Does a South Weber ADU need a new license when the home sells?

Yes. The city's ADU Owner's Affidavit, which every owner of record signs and which is recorded with Davis County, states that a future purchaser of the property will be required to relicense the accessory dwelling unit to continue the use.
