Permits and Inspections
Building Permits in Centerville
Centerville's Building and Renovating Division reviews and processes residential and commercial permits. Each application goes in electronically with its documents, by email as the city directs.
Centerville
Centerville Building and Renovating Division
The division works with the city's contracted Building Official from Sunrise Engineering. Sunrise Engineering also performs the inspections, each requested by phone with 24 hours' advance notice. Under Section 10.04.020 of the city code, every permit application is filed with the Community Development Department. Section 10.05.020 requires the permit holder or an authorized agent to notify the Building Official, in writing or by telephone, at least one business day before an inspection is wanted. The application form asks for the general, plumbing, mechanical, and electrical contractors and their Utah license numbers.

ADU Rules in Centerville
Centerville's Zoning Code sets detached ADU rules in Chapter 12.58, enacted by Ordinance 2026-20 on September 15, 2026, and internal ADU rules in Chapter 12.60. The Zoning Administrator approves both kinds. Chapter 12.58 sets conditions for a detached ADU that include these, in its own order.
- A detached ADU only in combination with a primary single-family dwelling, on a property its owner occupies
- One detached ADU on a lot of 8,500 square feet or more with a primary single-family dwelling in a primarily residential zone, and no more than one detached and one internal ADU on the same owner-occupied lot, with parking for each in addition to the home's
- No sale or subdivision of the unit apart from the home, and separate meters allowed for water, gas, and electric service, each in the owner's name
- A setback of at least 8 feet from every rear property line on an interior lot, or on a corner lot, 8 feet from the side property line behind the home's rear wall and from the one on its interior side, and 20 feet from the front property line on its non-interior side, with the zone's accessory building rules otherwise applying and no second story
- At least one of the home's exterior materials on 20 percent of all facades, a pitched roof unless the home's is flat, and the home's color on at least 50 percent of the facades
- No construction within a recorded easement, public utility easements included
- At least one added parking space for a unit smaller than 650 gross square feet and two for one of 650 gross square feet or larger, with the home's own required parking kept or restored, tandem allowed, and every required space behind the front yard setback line
- A permanent structure fixed to a foundation or concrete slab, with exterior lighting directed downward
- Translucent windows or skylights on a facade within 15 feet of an abutting property that holds a single-household, twin home, or duplex dwelling
- No construction on slopes of 30 percent or greater
- A maximum height of 16 feet, a gross area of 350 to 1,250 square feet with a basement allowed and counted, no level over 800 square feet, and at least 6 feet between the unit and the main building
- Occupancy by one family unit, and no rental for fewer than 90 consecutive days, with a notice of the approved unit that the city records with the Davis County Recorder
- A nonconformities determination for a structure permitted before October 1, 2026, that is intended as a detached ADU and cannot satisfy the chapter's standards, and conversion of a detached building that meets the height, building envelope, setback, and property coverage requirements, where its existing setbacks are not further reduced and it complies, or can be altered to comply, with the city's zoning, building, and fire codes
- An owner with at least a 50 percent interest living in the home or the ADU as a sole primary residence for at least 183 consecutive days each year
- A Detached ADU License and notarized owner occupancy affidavit before the unit is built or used
- A one-time absence waiver of up to three years and one month for causes such as a relocation for work, a military assignment, or sabbatical leave
- No new distinct address for the unit
Chapter 12.60 sets conditions for an internal ADU that include these, in its own order.
- A unit only within a primary single-family dwelling that its owner occupies, in a primarily residential zone, and one per lot larger than 6,000 square feet under Section 12.60.060; Section 12.60.070 sets the minimum lot size at 6,000 square feet or more
- No short-term rental for fewer than 30 consecutive days, and a notice of each approved internal unit recorded by the city with the Davis County Recorder
- A unit created from existing living area, an attic, or a basement, by adding floor area, or as part of a new home's design, with a garage converted only when its required parking stalls are provided in another location the city approves
- The main building's setbacks and height, and at least one added parking space, tandem allowed, behind the front yard setback line, with the home's own required parking kept or restored
- Only one additional entrance on the facade visible from the adjacent street, and a design that does not change the home's appearance
- The same 50 percent ownership interest and 183-day residency for the owner, occupancy by family members or long-term tenants renting for 30 days or more, an Internal ADU License and notarized owner occupancy affidavit, and a one-time absence waiver of up to three years and one month
- No new address from the city, with separate mail delivery allowed at the home's address under a numerical or alphabetical unit reference that the Public Works Director, the local postmaster, and emergency service agencies approve, or through the unit's own postal box

Davis County Permits and CitiesWhat Homeowners Ask
Centerville Remodeling and Permit Questions
Can a Centerville lot have both an internal and a detached ADU?
Yes. Section 12.58.040 permits one detached ADU and one internal ADU on a qualifying owner-occupied single-family lot. The parking each unit requires is provided in addition to the home's. The detached unit needs a lot of at least 8,500 square feet.
What does a home on a Centerville hillside lot need before the permit?
In the Hillside Overlay Zone, Chapter 12.42 requires a plot plan at a scale of at least 1 inch to 10 feet, showing the lot lines; existing and proposed contours at 2-foot intervals; the dwelling, walks, driveways, and patio areas; and vegetation, drainage, and erosion controls. The City Engineer and the Zoning Administrator review and approve the plot plan, and no building permit for the home is issued until the plan has final approval. The lot's owners also sign an acknowledgment of the hazards and risk of land use in the zone before a permit is issued for a dwelling or accessory building. Structures stay at least 50 feet from the center line of a zone of deformation of a known active fault. For a secondary fault, the Planning Commission can reduce that setback to no less than 30 feet on the City Engineer's recommendation and a geotechnical or geologic report. No structure is allowed in a rockfall zone or on a known active landslide area.
How long does a Centerville building permit stay valid?
Under Section 10.04.100 of the city code, a permit expires and becomes invalid when its work is not commenced within 180 days after issuance, or is suspended or abandoned for 180 days after it starts. The Building Official can grant extensions of up to 180 days each, requested in writing before expiration with justifiable cause shown. Section 10.04.040 deems an application abandoned 180 days after filing unless it has been pursued in good faith or a permit has been issued. The Building Official can grant extensions of up to 90 days each when the applicant or an authorized agent asks in writing before the application expires and shows justifiable cause.
